Legal advice please

I have recently moved to Utrecht and mother in law was riding in Utrecht today for the first time and on a one-way for cars, two way for bikes road in the centre, she wobbled into a passing car and scratched it. 

They were both moving in opposite directions both had right of way on a very narrow street but should he have stopped for the cyclist?

He was straight in with insurance details despite having a 75 year old shaken old lady who had accidentally wobbled into his car to ask if she was OK. All he cared about was his audi.

Was it both their faults? there was a very narrow gap for the cyclists, he was moving, the bikes were passing through the narrow gap but should he have stopped to let them past?

They are trying to make out it was her fault but I want to know for sure before we accept any responsibility.
